No, that is not possible.

amazon cards are super high risk most bought with stolen credit cards and or scammed methods to get them ransomware blah blah blah, only use them in accounts that you can afford to lose and also use them only to addresses you can afford to burn.

Also these days amazon is on to the bad cards and they have been known to recently close accounts or limit them if you use too big or too many gift cards on new accounts

As others have said, be cautious about where you get the cards otherwise you can put your account at risk for closure.

Other than localbitcoins and paxful are there any other options for out-of-US people?

Be very careful with localbitcoins for Amazon GCs. I've known a handful of clients that have reported issues with them / flagging their accounts.
