Stealth PP asking for SS andpersonal info even with LLC

My stealth paypal has been limited until I provide tax info...obviously I cant give my real info so I opened up an LLC...while filling info paypal wanted it asks me for Social Security and Personal Address...and it wont let me continue putting in LLC info without that...is this new?...I have upgraded limited pp before to LLC without this issue...please help.
