But it sketches them out (Paypal more so than eBay) when you list a $600 phone as the first item you've ever sold for multiple reasons. The obvious one is you could be trying to pull some kind of scam and ship the buyer an empty box or something. Or, you could be totally honest and ship a scammer the proper phone and the scammer return frauds you and sends you a brick as a return. They see you as having zero experience so they don't trust you at all.
The info they requested from you makes it clear they suspect you may be trying to scam someone. I'm not saying that's your intention but their limitation department deals with this kind of thing every day and knows what to look for. They want your ID and proof you bought/shipped the phone so that 1) they know you legally possessed the phone you sold (wasn't stolen or phake), 2) you shipped the phone you sold, and 3) so they have your information to send to bill collectors in the event you do scam your customer.
This shouldn't be too huge of a deal for you since the account has real info on file. Just call in and ask what you need to do to help speed up the process.
