IPBurger.com vs IPChicken.com IP Addresses

SETUP:
I have ATT fixed wireless internet. This means I have a dish(like) device on my back porch that picks up signal from a cell phone tower. I live in a rural area. Ethernet cable is ran from dish(like) device into my home into a 2 in 1 box.

PROBLEM:
My IP Address will change on IPBurger but not IPChicken. I have available IP's from private fixed ATT Gateway from 192.168.1.64 - 192.168.1.253 address assignment. The WAN IP Mapping is stuck to ROUTER WAN IP address(default)
It has no other options on the dropdown menu.

POSSIBLE SOLUTIONS:
Methods I used to get different IP's are. Connecting to internet using Wifi and Ethernet cables. Changing the Private Fixed pool address assignment yielded the biggest change in number ranges.

IP RANGES: I think its just my IPv4 address changing.

Example: IPChicken says the same one everytime even when IPBurger changes.

SOLUTIONS:
Any thoughts?
Why doesnt IPChicken change?
Is my method alright?

Maybe because Ipchicken isn't an aspkin-production? IPBurger is.

IPChicken hasn't been touched in ages.. not sure if it's being maintained.

IPBurger. We update it as much as possible.

I bought IPBurger as per suggestions in the Stealth Book but it's leaking DNS. Any ideas how to fix that?
