brand new ebay can't link with paypal

made a brand new ebay account trying to link a paypal account but can't link, it gives a security pop up when trying to link with paypal within paypal. Any way i can link my paypal to the ebay without going through the paypal security check? Im trying to list

It asked me to phone verify

No I can't because I don't have access to the phone number. It's a brand new ebay and paypal but the paypal has a card linked to it so it should be able to connect but for some reason, some ebay and paypal doesn't connect.

Try changing the phone number to one you have access to (and one that hasn't previously been used).

Then try linking them, and going through with security check.

Though note - it may still tell you to verify the old number.

Anyway to bypass this without having to waste a number? I noticed when ebay asks for payment method, there's 2 different designs. One that never asks for security check and one that usually asks for security check. I wonder why
