Business Upgrade

been on ebay for a while now, then got an email from Ebay saying I cant sell anything until I've upgraded to a business acc, my question is, can I just create another acc (personal) and start selling again?

Yes, you can but, there's no long-term strategy in that - as you may be restricted again.
You can easily upgrade your account to a business.
Is there any reason you'd prefer not to do so?

That's common when they feel a business is masquerading as a personal seller to circumvent fees.

Theres nothing stopping you selling on multiple accounts, that's one of the benefits of stealth.
