Loads haha, I lose way more ebay accounts than pp accounts. I don't know about running, most of them are dormant waiting for future action.

This year I made maybe 15-20 accounts, but some of them have yet to have a bank added. I usually add in the bank for the last step, but fully verify the account up to that point. I then create a little transaction history by accepting a small payment or two into the new account, then sending it or spending it a month or two later.

Building some history over a period of time is a healthy thing to be doing. It also lets PayPal know the account hasn't gone dormant and you intend to use it.
