One case I could understand is a dropshipper limiting order sizes so they know they can't sell more of an item than their fulfiller has in stock. Other than that case it's senseless to me. Larger orders are the most profitable kind. Worst case scenario the buyer doesn't like the order and requests a return.. so the only extra expenses are return postage if you've got it setup so you have to pay it instead of the buyer.

Let's take your "worst case" scenario and say that a customer ordered 12 of my products for $329 and then says phuck it... I didn't really want these, and opens a return. After May 7th, that's fees on $3948 that I am responsible for. $115... yeah, phuck that!
