PayPal not let me to send money!!!!

Hi, i did some sales on eBay, and when i try to send money, i get an error:”Sorry we couldn't confirm its you!”
Now i want to call the PayPal support via phone???
So my question is they will help me in this problem, if i call them.
What they will ask from me???
This account is stealth, so i can't provide him ID, or address proofs

I would spend the next week just logging into the account from the same browser to build cookies and try sending just $1 in 7 days

Have they asked you to verify it? If so they will have told you which documents you need to provide

I think if y ou cant send money ,you can only transfer to a bank account

when u will cal paypal; they will ask adres,postal code,last 4 diget of your bank account,if account is from usa then last 4 diget of sn.
now this issues is normal.its mean u are using VPN or you are not login your account that u always login.
i advise u pls wait for 72 hours and then again try from same browser

Thank you for the useful information shelfer.org. I don't have linked bank account in my PayPal account. Because I live in EU and my bank account is not good for PayPal,so I'm using only credit card.In this case they will ask the credit card last 4 digit from me?

They will ask for the last four digits of your attached card. Is the account you have created in your own country or a US account?

He is from Russia and live in EU,he cannot link a Russian bank account,but he should be able to link a EU bank account,
If he is US EXPATRIATE,HE can link his US bank account.
