UK bank account for a non UK resident

Maybe it is not the best section for the thread, but it is related to the UK.

The title describes the issue - I am looking for a UK bank account for a non-UK resident, I am from the EU though.

I have read somewhere that EU law obligates banks to open the account for EU residents. Does anyone know of a bank in the UK which would give no trouble to open the account for a non UK resident?
