why some people cannot add new bank account

I read some posts saying that for limited account, especially for stealth paypal accounts, people cannot add new bank account.

My case is, I have stealth paypal account and that paypal is limited for 180 days. But I always can add new bank account to those 180 days stealth paypal.

What makes the difference?

Well, you can add upto 2 bank accounts and get verified to PAYPAL by youself. If you want to add more bank accounts, you have to contact PAYPAL and then PAYPAL starts to play trick on you

I think all over world the paypal account is not easily adding bank account after limitation unless you do something like find a lawyer to against paypal, or complaint on internet

I kept the original cookies and using same device anf real IP. But I am wondering if I am the luvky one?

Might also have something to do with the bank account used.
Or might just be a lucky glitch for you. Noone knows.

It's luck. Normally if you don't have a bank attached before it got limited, then you start adding a new piece to the account it flags the account immediately.

This is why I keep telling people to just do everything right from the get go
