strange INR case paypal - customes say nothing

Hello everybody! Today I got 2nd time strange item not received case (claim actually) on paypal. Customer written nothing on paypal during opening case and nothing when he opened claim.
How it possible - just click start case without even bla-bla-bla?
I uploaded tracking info but I think $ will go to scammer - also without even bla-bla-bla

If tracking shows delivered your paypal will not be debited.

If tracking shows delivered to confirmed address nothing to worry about. That is funny. Usually when I have this problem it is customer in Georgia/Ukraine shipping to freight forwarders in Delaware and then complaining they didn't receive it. Good luck.
