Different country of shop

Hi all,
I am very new here on forum and in creating stealth account and my question can maybe sound for you silly. I tried VPN but I cant make it work, it does not let me even go thru the registration. So my question is, when I create shop from Finland where I live, there is then options when registering to etsy where is my shop located. Can I choose from the menu a country that is ok for just paypal ? And second question, can I use the VCC in etsy account or just in paypal ? Every advice is very appreciated Thank you.

Yes, you cna use VCC for etsy, and choose shop location the same as the country you use for creating account, and then choose country you ship from the real one you ship from.
