That's incorrect information -unless it's something they have fixed in the last two weeks, after many phone calls, paypal will ask you if you have someone else they can send the money to like a friends & family member.

1)withdraw to uk bank
2)authorise paypal to transfer funds to another paypal account

You'll need a UK bank account number and sort code.
Alternatively a US bank account. You'll need to call PayPal to add it in if its US account.
