Paypal revive documents different depend on incoming amount ?

Hello.

I have question about paypal and their document revive.

Has they need different format of documents when incoming payment is more than 1000$ ?

If i will receive now not more than 750$ they will ask same docs and everything will be available.
If account receives about 1000$ then after docs revive they will close account permanently.

Why is like that ? Im sending docs like ID scanned and proof of address is PDF. Also invoices is PDF.
Maybe i need to print out and then will be different, or that doesn't make sense to paypal ?
