Tax Number and ID

There is 2 points I don’t understand.
1 – How to have a tax number when you live in Europe (Germany for me)? Is it possible to have one with a ⊗⊗⊗⊗ name and ⊗⊗⊗⊗ (real address but not mine) address?
I already have a registered company but it’s linked with my blocked paypal business account.

2 – If you want to lift the limit, paypal will ask you to provide documents (id, passport, bank statement...) how you deal with that?
