stealth paypal for buying on eBay

hi i opened couple stealth paypal and ebay accounts
got phone and email verified.
linked vcc , paypal accepted.
now i try to buy stuff on ebay some accounts asking to provide cc number to finish the purchase , and on some accounts it's not asking for cc , how it's works?
