Instant fee transfer waived

I see the instant transfer on Paypal is waived during this pandemic. At least for USA accounts.

Do any of you know if Paypal actually is charged some type of fee to transfer the funds instantly? Or was that just another way to charge a fee to us prior to the covid situation ..... ?
