Can not confirm email from paypal-Timeouterror forever

Hi,
I need your help. I create paypal on vps and 1 paypal for 1 folder firefox portable.
When I added credit card done and finish registration. So then I goto email and confirm paypal. It show error like that:

**Warning paypal link**
https://www.paypal.com/signin?resTyp...e=timeoutError

And Security Challenge forever...
How can I bypass for that?

Change your ip. It works when i change ip
