Yep, sounds like it.

Are you using separate user accounts ?

Have you bought eBay Stealth? If you have, send me a pm and I'll set you up as a subscribed member.

What was the reason for limitation? What are they asking for? there are ways to get around limitations, depending on what they want.

it could be flash objects.....look under adobe settings manager, and see... seperate user accounts would solve that one

As part of our efforts to provide a safe and secure environment for the
online community, we regularly screen account activity. While reviewing
your PayPal and eBay accounts, we observed activity that we would like to
further verify. For this reason, limitations have been placed on your
account(s) until we are able to gather some additional information from you.

To lift the restriction we will require some further information from you.

If, once we review your further information and we're confident that the
use of your account does not present a safety risk to our service and
customers, we'll be happy to reinstate your account.

Here's what to do:

1. Log into your PayPal account
2. Click on the "My Account" tab.
3. Click on the sub-tab "Resolution Center".
4. Go to the "Action" column.
5. Click on the "Resolve" button to view the requirements and follow the
instructions provided.

After we have gathered the necessary information, we'll review your account
and notify you by email of our decision.

We thank you for your prompt attention to this matter.

Very sincerely,

PayPal Account Review Department

you either set up your next account on a totally seperate windows user (see control panel) or you uninstall adobe (flash)

what type, high risk or high value items?...if its not that I still think its a linking thing

oh and you can send in id, it just has to be stealthy...

Each new eBay/Paypal account set should have its computer user account.
This in its self will keep your cookies and flash objects separated from each other.

Then you just have to worry about the IP Address issue.

An iPod is probably not the best thing to start selling with a new account. They are big for flaggy's!
