Carry on opening new or wait until after the 15th for the new managed payment installment

All accounts you create will require PayPal as always. The limited invites for the July 15th deadline won't affect new accounts opened. I suppose one day these accounts will get an invite (or demand might be a better word), but until then open 'em up and make some money.
