does paypal cover buyer when using freight forwarder?

hello. I'm a long time eBay customer as a buyer but I'm new as a seller. recently I sold my old iPhone to a customer which profile says he's from china

he had 0 feedback and shipping address in us so I thought not a big deal and ship the item

3 weeks later after tracking shows delivered the buyer opened INAD case on eBay with the reason defective

that's when I start to google. I discovered the shipping address is an address from the freight forwarder. I send email to eBay and the case was closed in my favor the next day

a few days ago the buyer opened a PayPal case for the same reason. I don't know what to do. I can not find anything about buyer protection by PayPal when using a freight forwarder

does PayPal have buyer protection in this case? the phone support is closed and I need to answer in the case asap

the thing is ebay does not cover item which was delivered to freight forwarder. and this is in ebay rules

but i cant not find anything in paypal rules about freight forwarder
