Amazon no longer allow partial refund for shipping/concessions, cant refund shipping?

100s of reports, amazons refunds page changed. Cant issue concessions like this in europe, can in USA but seems glitches out, anyone else can confirm:

Someone posted it should look like this but am not getting this. Anyone else not getting something that looks like this and only shows able to issue full refund? Maybe buyer has to request a return label or something first, please confirm?

Not a big fan of how Amazon caters heavily to buyers and punishes sellers for whatever reason - even on legit sales. They pride themselves way too much on the buying experience :(

Sadly, the sellers affected either leave or end up getting suspended and there are usually other sellers happy to take their place too...

In my amaz us marketplace I have new page too for the refunds I confirm can do the partial refund
