eBay sent email saying i should pay soon or my account will be "suspended"
Can i use this as an excuse to get reinstated somehow? Or it's just that eBay bots are dumb as ****

Right but the thing is i got suspended for opening a new eBay account that got suspended right after i created it so there is literally no reason at all for eBay to do that, they just never listened to my words so I was thinking if their bots still think I am an active user then i might be able to use the fees excuse to get reinstated?

A lot depends on the length of survival of the stealth account and what you were selling.
Example - I had an account for few years that was only suspended because of not paying fees in time, so I paid them and it was quick reinstatement.
Seeing that your account was suspended for "whatever" reason and not for non-payment of fees, chances are slim that you would be reinstated automatically
