Can I use Google Voice for Paypal verification in EU?

Hello, I'm living in Europe,and I want to know,if I register a new PayPal account with US Google Voice number, on a European account,will I get suspended? Because of the difference between my country,and the phone number,which is US no.

My previous account get suspended, and now I don't left more phone number, what I could use for PayPal
