4 account marked as unable to identify could the be shipping easy fault?

I am trying to create another stealth account. I dont know why but they all get the
Same message unable to identify. I went through the hole updated book and so far everything g looks good except shipping easy. I load on to all me new accounts but I never login. Could this be the issue?
