Like the title says I have done it wrong twice. both times I get the error that they were unable to identify my identity. Are they still using prepaid cc to verify because i never got the chance to use one.

2 new address
2 new phone numbers one app one trakfone
2 new ip addresses
2 new paypal accounts one verified to my bank and digital card (later deleted) one unverified.
When ebay asked for cc i changed the name.

I am asking what has changed since 2014? What am I doing wrong now it is 4 different accounts that have not worked. Where am I going wrong. Can I use the instant bank verification with paypal? Will pay pal prepaid cards work they dont ask for a ssn and you can register the address and zip?
