Does PP Still Only confirm Street Number & Zip on Credit / Debit cards ?

I just want to confirm this is still the case. Does Pay Pal Still Only confirm Street Number (not street name) & Zip on Credit / Debit cards ?

ie

1234 Any Street, 12345

and

1234 Nowhere Street, 12345

Would confirm irrigardless of the name on the card ?

as far as I know,they all tap into a data base which verify street number and zipcode,there is no name of cardholder in that database,of course they also check expiration date and if anyone has reported it stolen or exceed the card limit
