It is to do with the receiving limit.
Thank you for responding to our requests to further verify your
information. As we cannot lift the EU-Receiving Limit on your PayPal
account until all requirements have been met, we would appreciate your help
with completing the steps below, so that we can review your account further.

It is required that you confirm your debit/credit card.
Here is how it works:
We’ll ask you to authorise a small charge to your card. This will produce a
unique random four-digit code which you’ll see on your card statement.
Since you’re the only person with access to your card statement, this
ensures you’re the one adding this card.
After two to three working days, you should be able to see the charge on
your online card statement. Alternatively you can wait for your next paper
statement. You will find the four-digit PayPal code, next to or near the £1
charge on your statement. In the item description, the code will be printed
between the words ‘PAYPAL’ and 'CODE'. (e.g.: PAYPAL* 1234 CODE).

As said, I already added the vcc, but literally I got the card number, ccv, and exp dates. No access to an online view or anything to be able to access the info PP wants
Edited- Specifically this part is getting me:
4. Click 'Update' beside ‘Debit and credit cards’.
5. Click ‘Link and Confirm My Card’.
6. Enter the 4-digit PayPal code and click ‘Submit’.
^That wasn't part of the initial verification process to obtain a 4 digit code?
