Paypal rolling reserve / minimum reserve

Just got hit with a Minimum reserve on my paypal acct

They will hold the ENTIRE BALANCE until $2500 is reached, at which point they will start to have some money available for withdrawl

I called and asked some questions about it, like what if the balance never reaches 2,500. The guy basically said well we have to wait and see

Has anyone had this before? What happens once you reach the min balance requird. I dont want to let 2500 build up in the balance because i know from previous experience once you start making large withdrawls they monitor your acct even more and ask for more info

Have heard it mentioned once or twice....

Maybe bin the account and start afresh.
