what is the reason for your suspension?
Who requested UPS to return the package?Ebay or the seller?
Since the seller is the one who used UPS,I would think the seller is the one who asked UPS not to deliver the package,if so,once seller received the package,he should refund you,how much I dont know as UPS may charge a fee for return/
Since you are in Nigeria and using Payoneer which said nothing they can do,it is up to the seller if he is ethical to refund you
When Ebay suspended an account,it will also notify the seller (s) that the account has been suspended,so the seller in your case must have asked UPS to return the package.
if you have used your own credit card,like the other has suggested,you could file a chargeback for item not received,but you used Payoneer .
So now you have to wait till seller got the item back and see if he is willing to refund you.

You have been suspended,like the other said,you lose all your rights.
chargeback is with your cc issuer,INR is with Ebay.
Since you pay with Payoneer,you have t o t ake up the case with Payoneer and you said it has already said NO

Ebay does not suspend buyer account just because you do not sell on Ebay,and you have many buyer accounts suspended but you keep on trying?
When Ebay suspends a buyer account,it will email all the sellers ,it is up to the seller what to do,just because a buyer has been suspended by Ebay,does not mean he does not want the item he has already paid for.
But OP being in Nigeria,makes a seller nervous
when EBAY suspends you,it sends emails to your sellers letting them know you have been suspended,sell at your own risk,is the message.
So your seller asks UPS to return the package.
If you file chargeback with y our cc issuer,seller would have to fight it with no Ebay protection.
In your case,you did not use a credit card,you use it via Pioneer and it does not want to do anything for you.
Ebay must have found out your buyer account is no good.
Try contact the seller and ask him to reimburse you once he received the item back.
