Can anybody Explain the logic or Fraud of this Action
If you sell an item on ebay and the payment has a hold/ release date and you want to refund the buyer...Why does ebay insist that they take the money direct from your Debit/credit card even though they have the funds on hold???
What is the rationale behind it exactly? Especially if your on review.

No rationale behind it - eb system is set to double punish the seller in this way - taking funds from a different source while holding the sale funds...despicable default

It's been like this for a long time and I find it very retarded.
BUT complaining about this and we have no control over it is just a waste of time.

It is not fraud,it has been their policy,same like Paypal,they prefer to charge your credit card instead of going after your bank account.
if you dont like their policy,find another sales venue

I think you are missing the point. There are TWO things
a: They are taking payment that in some cases you dont even have access to within 21 days
b: They even take payment for PROMOTED items upfront instead of even taking from the payout
c: If you have Temporary restriction that same payout gets pushed up ONE MONTH!
It technically means that Ebay can hold onto your money for no reason and no risk to themselves for up to TWO MONTHS!

The payment is officially in processing when this happens and will they require a credit card payment to refund the buyer, however if you do another sale they will use all or part of that sale for the refund instead.
Its just the same as when they take out of the funds to be released promotional charges of a current sale.
The thing that gets me is they state you can use held funds for postage costs for that item but there is no mechanism to do it.

Because the amount is not sufficient to refund the Buyer
