Default MC011 Notice, eBay asking for 20% positive feedback to reinstate account

I recently just had an MC011 notice and after talking to eBay support about it I was told that I could get my account reinstated if 20% of my orders have positive feedback given.

What happened was that I told eBay support that I couldnt verify physical delivery since the product was digital and after a few back and forth arguments I got a new eBay rep assigned to me who told me I could get my account reinstated if I somehow get 20% feedback.

Is this legit? I can easily get 20% positive feedback by promising buyers a free digital product if they leave me good feedback.

This was the message I was given by eBay:

"We received your appeal for your eBay account and appreciate you taking the time to digitally delivery your items. We do need to verify that they get delivered and since these items do not use tracking we would like to verify some of your feedback. I don't think you need to receive feedback on every order, but we would like to see positive feedback for at least 20% of the orders. Also, we will need to request some additional information before reinstating your account. We have outlined the requirements below:"

They asked me for documentation of purchased products at the end. I'm pretty sure I can just create a receipt for digital products bought with a bit of photoshop.

It’s my experience that when they tuck in a request for receipts from you after a MC011, it means the account is toast, if your customers have not left feedback over 20% have you left feedback for them, I expect you may not have. I wait a day or 2 until after the order has been delivered and leave positive feedback.

Maybe if you give the receipts and leave positive feedback for the buyer and perhaps a request to leave you some feedback, you may have a slim chance of reinstatement.

I do not think eBay has a olicy fo buying feedback like Amazon, I might be wrong.

how do you offer free digital product?
Ebay would not let you list an item with $0 asking price??
The product I sell is sent through eBay message. I would ask my buyers to leave positive feedback and promise to give them one of my products for free.

What the... to me it sounds like a boat load of crap.
Doesn't hurt to try of course and your account will look good either way.

BUt honestly what did you in is selling digital stuff
