Stealth Revolut account

While I was searching and reading some topics here on Aspkin I stumbled upon a topic where one guy mentions ⊗⊗⊗⊗ revolut accounts.

Since Im not that experienced in making stealth bank accs., how would I go about obtaining one ?
I figured if I have stealth paypal accounts linked to my real credit cards/banks, why not go step further and have even Revolut being stealth.

Ive googled to buy revolut account, but I know jack sh*t about these folks selling them. Dont feel like giving 600$ to someone without reputation at all.

If someone you offer transfer Revolut to your phone after payment - it is 1000% scam !!! I have seen only one seller who can make Revolut on your device. But it not costs 600$ of course.
It is hard to operate with stealth Revolut if its on virtual emulator. Because you can not update app.
