Ungating health/beauty and dvd category on new account

Has anyone been successful in ungating these categories on new account recently? Anytime I submit invoices, it is rejected in 5seconds by the system. No human check. Any solution pls?

You need invoice from distributor atleast tahts what worked for me, or sometimes I find it kinda random like invoices from one seller will work other invoice wont

SOme categories are closed to new sellers,

Those 2 categories are closed,so are AAPL products
