Default PayPal - close account - Buyer wants refund. HELP

Hello mates, before 21 days I sold items worth couple od thousands dollars on my ecwid webshop. Payments are handled by PayPal and the items are digital (Keys).

Last night I got an email from Buyer saying not even single key works (he bought around 100 keys). I've been doing this business for more than 2 years, nobody ever complained that keys dont work.

I even tested few keys that i sold to him (the ones that can be checked without using them) and they are all working!

I understand that he can file chargeback/dispute on PayPal in 180days after payment.
The guy is obviously trying to scam me, since keys work. Since it is Digital item PayPal doesnt protect the seller so well.

I have a policy set on my webshop where I offer replacement in 7 days to my customers, not a refund since it is digital item and it can be used. He said he doesnt want a replacement but he wants all of his money back.

What I did is next:

I was able to delete one of my credit cards from PayPal, but I couldnt delete one that I used for withdrawal from PayPal (Visa card) , so I closed my PayPal account.

My question is next:

If I Block those two Credit Cards in my Bank, can PayPal somehow take my money from Bank account if the Buyer files a Claim/Refund? (i just had those 2 credit cards linked to PayPal, I didnt linke my Bank acc)?

Or I should completely close my bank account in that bank and Open New account in different bank?

Buyer did not started Claim/Dispute on PayPal yet.

I just want to know what is the Best option?

your credit card used to withdraw Paypal fund is issued by a bank?

can you tell me difference between PayPal chargeback and his CC issuer charge?

paypal dispute can be either item not received,item not as described and Unauthorised transaction,meaning someone fraudulently used his Paypal account,
Credit card charge back is you skip Paypal and go to your cc issuer and said this charge is not mine or I never received it or it does not work and merchant refused to accept return.
You are going to lose either way,Paypal has no protection for digital items and $8000 is a lot of money to lose,his credit card issuer would also side with him,since it does not work,then he should be able to return it .

May I ask what kind of key you have sold?
There is Paypal protection for certain goods and services which has no tracking to prove it has been serviced or delivered-for example,if you design a website for a customer and that site is up and running,Paypal will side with you if you give them site URL and the coding details that you designed it.
But there is no protection if you give someone a haircut,massage or go to his wedding and take pictures of him and his guest or a plumber who come to your house and fix your plumbing,yes,these are real cases .

So how is closing bank account make any difference?

First Paypal will tell you there is a chargeback,then when you lose,it will debit your account for that $8000 and a small fee for losing the chargeback and ask you to transfer enough money to bring your account back to zero or positive.
It does not look like you will do so,I dont know how Paypal handles such case in your country,in USA,it will eventually hire a collector to try to collect,when it fails,then sell your debt to some outfit ,they have an army of people who would keep calling you and ask you to pay.

You would not be able to use your Paypal account again,so you need another payment method.
Not sure if they share information with each other,$8000 is a lot of money to lose

I read that MSFT keys do not always work,sometimes it could be MSFT disabling the keys,or it could work in one region or not another.
So just because the ones you have in your possession work in Bosnia,some that he bought from you could have been retired by MSFT or do not work in another region.
can anyone shed more light on it?

if so,$8000 sounds like a lot of money,may be you should consider another form of payment

if credit cards are closed and bank accounts are closed, there is no way for PP to get the money owed so it will take you to collections in all likelihood - what is the amount in question

In this case paypal will only be able to make refunds to customers who request it (if paypal considers it to be a real request) their card or bank account cannot be deleted or removed...
The money left after that process will be returned to you in 180 days, unless PayPal decides to take it too.

Yes he is reselling my keys

Dont know who is complaining, he told me that all of the keys dont work which is a Big Lie, since i tested few of them and they are working fine (I am doing this for more than 2 years never ever had complaines about it)

I am in Bosnia and he is from United States.
He did not file dispute yet.

Can you tell me difference between PayPal chargeback and his CC issuer charge?

About 8 000$. Thats why I cant let it go, keys are working.

Yes my CC for withdrawals are issued by my Bank, its Visa CC.
I withdrawed money and I paid tax for it.

Microsoft keys. I think PayPal will not be on my side. The biggest catch is that keys are working and he claims they dont work. I tested few of them and they are valid!
I have their order on which it says on what e-mail address to send the keys, I have my e-mail that I sended to them (so I can prove that the keys are delivered) and I have printscreen of few of the keys that THEY ARE WORKING.
So if I contacted paypal, I could maybe convince them to come to my side on the dispute?

just close it , collectors from paypal would likely not even come in the US because paypal would need to provide proof the money is owed to them and it is highly questionable whether it is so just because someone filed chargebacks

it is easier for paypal to take some poor sucker and freeze their money for good in order to pay for this loss

Yes, I would close bank accounts and cards - let the pp and the screwball customers crash and burn. I have had to do this numerous times due to no fault of my own. Let gaypal deal with it, it's not your issue. Once you close your bank and cards they cannot steal any more of your money. I ditched gaypal years ago and refuse to accept it as payment. The last time they tried to freeze a $500 payment for a product that took me hours to build I was done with them. Never again.

So I will be safe when i close the Bank account - thats the info i needed from somebody with same experience.

Just tell me what about debth collectors? Did they ever tried to contact you or charge you?

Have you ever lost money because of PayPal or CC Issuer after closing bank acc?

My bank account is not linked to PayPal. Here in Bosnia we only link Credit Card (Visa)

Because Issuer of my Credit Card is my Bank. If I close my Bank account automatically my Credit Cards will be canceled.

correct - paypal will not be on your side likely due to the keys and digital stuffq

I have literally 50+ dead gaypal accounts from over the years, most with my SSN but differing addresses, all different phone numbers and banks (now dead) from their BS suspensions and limitations. I never rip anyone off but when gaypal tried to rip me off I was done. Locking my account then asking to add more money to make the balance positive after they steal isn't gonna happen.
Have been sent to collections on maybe one or three, which I promptly ignored. They gave up years ago trying to collect, only a few hundred dollars when gaypal made the balance below zero (again, not my fault, let the gaypal thieves eat it)

I have been doing this for more than 2 years, i know about region restrictions, but most of my customers are from U.S.

95% of them come from States...

I wouldn't risk that kind of $ on a crappy service such as gaypal. I'd require crypto, money order or something safer
