Account of over 10 years was hit with an ID request - Passport document provided but decision was made to keep account suspended.
Bizarre - account had no bad feedback; was only making low end sales.
Any ideas on next steps of appeal? I haven't done this in ages so any advice is welcomed.

Just put in the appeal and see whats asked for
It can be invoices, bank statements or just a call back to get the account restored again

Trial and Error
I only say this due to I was suspended for INR/late shipping and ratings went super high.
Although not my fault about shipping.
I did appeal, and they told me that everything looks good but unfortunately I violated policy and suspension will stand. I know this don't directly fit your wanted response but just a little insight. They lead you by the reins to do this do that and then hit you.
But appeals are granted and just try with fingers crossed.

MC011? | No MC011 quoted - simply an ID request - I submitted a crafted passport - for 2 other accounts hit similarly, the passport worked fine but for 1 account...it failed with no appeal option provided.

well,if you still have other accounts,losing one is not that bad.
It looks like Ebay is cleaning house,too many accounts by the same person,too many similar listings,poor pictures.
This is what happens when Listing is free with auto renewal,

Plus, had product listed over 4-5 years with watermark. No issues but just violated rules blah blah blah. Definately cleaning.

They do check passport,a crafted passport would not work.
I submitted my mother passport ,SSN card front and back.
She does not drive,so no driver license

ebay dont suspend for poor listing photos. if you submitted a f*ake passport then thats why you got suspended. the email will say if suspendion permanent, if yes, there's no way to appeal

2 years ago I had faced a bunch of suspensions back to back. My suspensions were self inflicted, however it really opened my eyes how eBay operates.
For example,
1) One account I sent my passport, bank statements, and receipts of goods sold. My passport was accepted, receipts of goods sold accepted, bank statement rejected. Probably because I was actually being honest. I set up the account, and had a brand new bank account specifically for that eBay account. Well, naturally it had no history but it was a legit bank statement.
2) Another account I sent same passport, bank statements (with little more activity), and receipts of goods sold. My passport was rejected. The bank statements, and receipts of goods sold accepted. At most I got from one agent is he thought my image "looked blurry" and "eBay always sides on caution". Anyone who has a passport knows it can be hard to take a clear image without reflection of light so everything is crystal clear.
3) I even had an account where I had everything accepted, passport, bank statements, all my receipts of goods sold except ONE RECEIPT. And guess what receipt that was? It was something not even listed in my shop. I just added it to bulk up my receipt lists. Also help eBay know I am in the business of reselling, and I didn't have that many items listed at the time. Anyways, I was told it got rejected because the agent thought it looked "f*ke". And the reason was, I didn't save that email like I normally do, I just took a screenshot of the the main information in the email. I spent so much effort trying to save that account, and nothing worked. One receipt for something I wasn't even selling ruined my 2022 plans, and I can assure you this was a legit receipt, I literally just took a screenshot so it "appeared different".
Everyone has to keep in mind, ultimately a human does decide the final suspension after you appeal. They have emotions and none of this is logical based. If they think its f*ke, there is nothing you can do. That is just the reality of the situation and why it's always a gamble once your account is under review.
