Some ebay buyers getting my item at a lower price?

I have a listing selling hot wheels decals at $5.09 and a few buyers has bought it at $4.74 how are they doing that? I have not done any offers.
It happen 2 times this month.

I don't know. It happen once in november and 2 times this month. If it happens anymore i will half to call ebay.

Could the buyers be business accounts with their tax number registered so that they do not pay tax!

Maybe there is a discount being offered if they are buying multiple lots in your listing OP? Perhaps worth checking

But the seller should get what he asks for .
