What I can say from personal experience is, there is no technical limit because I've reused mine over 10 times. However about 2 years ago I tried to recover one of my first eBay accounts from 2010. It was suspended due to my first account having a past due balance. Eventually the system caught it, I got the periodic review twice, the second time within minutes after indefinte suspension.
When trying to appeal, I talked to trust & safety over the phone. At the time, I really wanted my account to work out so I didn't care about the red flags like the agent asking database questions. He said if I validated myself he would explain what happened, and so I did. Once I did that, I basically validated the reason for the suspension because he linked to another account I made 6 months prior.
The key thing to know is, if they are looking for it, they can find it. Most agents in trust & safety don't extensively try to dig up old accounts because the time that would take makes no rational sense. They have probably hundreds of accounts to review daily. There is a link, but practicing stealth still avoids this. This only affects you after receiving MC011. If you practice proper stealth there is no algorithm to detect you having the same SSN but everything else for the most part different.
Ebay with managed payments is essentially just like having stealth on Paypal then upgrading to business and legitimizing it. You can't expect to have success if you reuse the same SSN with the same information, same business etc.
