In my sector alone, and I'm sure others see it too, when one Chinese seller goes down another simply takes their place.
They simply upload from excel files, which whilst easy is their downfall as they never seem to edit out the vero/trademark issues that cost them their last account but I guess they simply don't care with an endless supply of accounts.
The endless number of accounts also enables them to saturate the front page on ebay or Amazon, simply fulfilling the order from the same warehouse stock.
IMO ebay/Amazon could do more to curtail them but know the profit they generate them is too good to want them to stop it.
The biggest shift in the UK and EU is the number of fulfillment centres opening. The Chinese sellers (on behalf of the factories) are now able to get goods to buyers in a few days, no need to lie about it's source or have long delivery times.
