Adding card to pay fees MP

I am trying to set up a European payoneer and Ebay.

I've linked the two together but at the last stage of registration it asks to add a card for paying fees. I an trying to use Wise VCC but it wont work, I have tried messing around with the addresses?

Anyone had similar issues?
