My understanding is that the phone needs to be able to receive SMS and also take actual calls.

it's not hard to figure out how tracfone works. or use straight talk wireless

I have a tracfone I bought in local supermarket,I signed up for its service,it is now owned by Verizon and in my area,Verizon signals are good so I get good reception.
They have different plans,you can go to its website and check it out.
I have an annual plan for low usage,both text messaging and phone calls,no problem,I think it comes up to $7.99 /month??

Buy a speedtalk mobile sim card and pay $5 per month for 100 minutes. Swap sim cards and you can have as many lines as you want for $5 each using one burner phone.
