UK Payapl limited... but i' m in the US

I have a paypal from 2007 which was limited on Dec. 4 2008
It's a UK paypal and i have $600 stuck there.. i tried to withdraw to a US bank but it only allows me to withdraw to a UK.. to be able to withdraw to a US i need to restore the account.

any suggestions on how i can withdraw that money to US?
