You used the word 'paid that person',is that a payment for goods and services?
PAYPAL has a Friend and Family abuse policy,as it does not make any money off such payment.
In USA,we can use ACH -sending money from one bank account to another bank account and it is free.
you better call its customer service

No,it is his account which has been flagged as he tried to send payment to ten different accounts.

Are you dropshipping or playing retail arbitrage,is the recipient in China?
are you selling those 'trainers' and as soon as you receive payment,you place order with this overseas vendor?
Paypal has restricted accounts in the past !
Something is wrong with her account as she tried to make payments to ten different sellers and payment refused.
These sellers have no problem accepting payments from other Paypal members.
So you cannot send payment to sellers?
Do you have problem receiving payments from buyers?
Do you have other Paypal accounts?
You are paying with your bank debit card,is there a problem with that card or the bank which issued this card?
Has this card been registered with other Paypal account>

You enter amount,and click send before you choose the method of payment?
I thought you have to choose method of payment FIRST before you click send?
Unless UK is different?
try a different form of payment like credit card or transfer some fund to your paypal account
