Business account, former permanent suspension

Hello,

Given one individual - one ID card / all the rest of associated info.

This individual had had his Personal ebay account permanently suspended. Can still log in, not much else.

Can this individual open a new account, Business not Personal, where he is the administrator of his registered real-world business ?

Business can be opened - always a possibility of it going down though but have to register all new other info, at least - like address, phone, etc
