Has the account been restricted for 3/7/10 days previously? During a restriction listings are hidden but for some reason sponsored are still visible but not search but the sponsored carousel section.

It's always been like that. Especially if the account has been idle for a while.
It will eventually start showing your listings faster.

Increasing my promoted rate to 5% makes them appear at top of results so they are being seen, it's just curious they don't appear in generic search yet...

Possibly everyone else is promoting theirs at a low percentage so yours get buried on second/third page. Now that you increased your percentage they are at top.
Ebay wants everyone to promote so they can take more money from us. | |

Are you talking about non-promoted listings?
Because without using promoted listings your visibility is nearly zero even from your own account.

Yes, promoted listings only showing up as sponsored, the organic listings are not appearing. I think some may be due to a delay as only a handful are now appearing organically. It has been several days since listing, very strange...

Someone once call Ebay and asked,Ebay told him to be patient,Ebay was rotating our listings so everyone has a better chance of being seen,it looks like Etsy is doing the same.

There is no organic visibility if you're in any kind of competitive niche. It's strictly pay to play.
It's the natural progression of a publicly traded company maximizing profits via promoted listings. As long as some sellers are willing to pay a %, they are the ones who are going to get the sales.

I also know when I join Rubylane long ago, they will move the new shops to the front so when search engines cometh,it will pick them up first.
I dont understand how it is done or is this dinosaur mimick ??
lets be candid, economy is poor, folks are stressed out,$5 McDonald is too much,Diageo,Domino pizza said they are selling less, this week we wil hear from WMT earnings, then Target, lets see what they have to say.
ASK YOUSELF if you are paying $4.50 -$6/gallon,do you feel like ordering STEAK ?
yOUR GUYS ARE like Ostrich,go out and look around, drop into a suoermarket and look at the prices, jalapena pepper use to be 28 cents/lb and then $1.20.
green onion 29 cent and now easily 75 cents and up and lets not talk about beef and fish

There is no shuffling of organic search results because for a few years now, there's no organic search results. eBay search is no different than companies bidding for placement on Google search. Whoever bids the highest gets placed highest in search results. eBay even says this themselves when you create a listing and they give you the option at the bottom to opt into Promoted General and Promoted Advanced.
If you want to get sales you've pretty much got to use promoted listings, raising your prices accordingly.

I'm mainly on amazon but is eBay now mainly "You pay more to get your items show up in search" ?

Depends on how saturated the niche is, the more saturated the higher you have to set the promoted listing percentage. Also it gets a boost, e.g if you're viewing someone else's listing on their page your listing will appear in a carousel as "similar suggested item".
For some I have to set at 12% while others on a 2% with less saturation make good sales too.
But it is getting more towards promoted listings = higher sales.

Indexing latency has increased; whereas it previously took 15 minutes to 24 hours to complete, it now sometimes drags on for 3 to 7 days.
