why my eBay account can't link to my PP account??

hello everyone.
i have some problem for link my ebay account to PP account. This time who get this problem?
i do all step to link to PP account and click the button return to ebay for last step. i check to PayPal account in tab account it's not show my PP account.
i was wondering this problem i get alone? please suggest to me for resolve it.
