Even if you mark the item as $60 and as a gift, it's obvious that the value is incorrect due to the size and contents of the package. My suggestion is to keep the value of the package reasonable and pay the taxes. You will have to pay upon delivery of the package. I usually send and receive packages via UPS and Fedex, they both have my credit card on file. They bill me via credit card and send me an invoice.
If you are receiving items from USA by Fedex, UPS OR DHL, they will charge you $20 handling fee for customs. It all depends on the method of transport, UPS do not charge a handling fee if the item is being shipped via Express mail from usa.
