Clearly stated no international postage

What do you do when you clearly state no international postage on a listing and some idiot then bids on it and wants it shipped to them?

I would charge a good amount for the shipping and handling and still ship the item to prevent him from opening up a dispute (if he pays). Send him an invoice outlining how much you are going to charge for shipping and make some profit from shipping too.
