When lsiting forst item why must we select vcc and not paypal for fees?

When I am about to sell my fist item on ebay and I am given the prompt to select one of three option, credit card, paypal, or bank account to set up my fees why not paypal? Vcc is what is said to do in stealth and on here but why?

I always choose paypal. I didn't know we had to choose vcc!!!
